The below letter went out April 7, 2006 when I read in the news that congress was about to pass
a bill to grant amnesty to 12 million illegal immigrants because they said that they could not
bus them back across the border. I usually leave room in my solutions to permit elected
officials to add in their own input in order for them to be able to claim authorship. For example,
I suggested phasing out farm workers over a period of 5 years. I knew that they could expand
it to all fields of work such as construction and meat processing. Common sense tells me that
they are starting by immediately preventing any new hires of illegal immigrants. Those employers
that don't cooperate get raided by ICE, and all their illegal aliens are subject to immediately being
deported. A problem is that as illegal immigrants work for a season on a less desirable job,
they tend to switch to better jobs in subsequent years requiring a fresh ever-increasing supply of
illegal immigrants to fill these "entry level" jobs. Low unemployment is not forever; however
if nothing is done, illegal immigrants and their offspring are around forever. If that is what we want,
then fine. We should weigh this out by considering the long term effects and the willingness of
immigrants to assimilate and be a net plus for our economy rather than for the immediate growing
season. Employers can hire people under 6 month contracts like they do on cruise ships. At the
end of the 6 month contract, they must go back to their country of origin for one month before they
can sign another 6 month contract. This is what they do in other countries, and there is no doubt
that they will not become citizens. What is now being proposed is telling our children that it is all
right to break the law because our leaders tell us this through their actions. No matter how you
want to verbally twist it, to let the illegal aliens stay is condoning law breaking. It tells us that we
have the best government that big business can buy. I have offered a simple solution that gradually
phases out the illegals without hurting big business. Because of the immediate situation I felt I had to
also send this solution to opposition groups that I found on the internet. Hopefully they voiced

Subject: Inexpensive Practical Solution for Illegal Immigrants
Dear President Bush,
You might remember me in earlier communications for (1) my solutions for paperless Medicare/Medicaid;
(2) my solutions in 1995 toward the Welfare system we have today including making VISA-type sample
cards and my proposal to use them to replace the food stamps of that period; (3) a copy of my letter of
gratitude received from the prime minister’s office of the Czech republic, which was in appreciation for my
efforts in 1984 to convince the Soviets to change their system.
Illegal Immigrant Solution
We should pass legislation that would deny tax deductibility for all illegal immigrant labor. The IRS’s interest
and penalties would come into play for any employer trying to deduct the labor of illegal immigrants. You
won’t have to throw employers into jail for hiring illegal immigrants. They just won’t be able to deduct what
they pay them from their income taxes. No employer in business will want to hire illegal immigrants if they
can’t deduct what they pay them. Because there will be far less demand for their labor, illegal immigrants
will voluntarily go back to their countries of origin. Illegal immigrants will leave on their own. As a result there
will be far less need to export them. This will avoid conflicts and will make the problem more manageable.
Certainly the illegal immigrant farm worker might need phasing out more gradually to give farmers a chance to
replace them with machinery and/or USA citizens. The denial of income tax deductibility for all the rest should
be effective as soon as the law is passed.
Granting alleged amnesty won’t work because you would legitimize this group allowing them to demand much
higher wages. That would create a demand for an ever fresh supply of illegal immigrants who are willing to
work for extremely low (some would say slave) wages, often paid ‘under the table’.
We should still tighten our borders, but this would be easier to control with huge numbers of non-drug dealers
and non-terrorists out of the picture.
Citizens look to their government for guidance. In all your proposed plans so far, you are sending out the wrong
message. You are telling us that it is all right to break the law because the government condones it. How you
explain it away just does not cut the mustard.
Concerning the demonstrations from these law breakers, it reminds me of a trip I took to Nice, France, years
ago. A tourist elderly lady was trying to explain in English what she wanted, and the Frenchman could not
understand her because he did not speak English. Each time she re-explained, she got louder and louder until
she was shouting at the poor fellow. Finally the Frenchman walked away with a disgusted look on his face,
while the tourist muttered how stupid the French were. The illegal immigrants should not be turning up the
volume and telling us how stupid and racists we are because they broke our laws. They should not be waving
their Mexican flag in our faces. They should not be showing how they want to take over this country. I got
friendly with a Mr. Gomez who worked for me years ago. He believed in having a very large family with many
children because by building a large Chicano population in the United States, their leaders told them that they
could take over the politics. Certainly we all should be treated equal, but perhaps people applying for citizenship
should be taught civic responsibility. We should encourage the melting pot concept in our schools instead of the
them-against-us, foreign-flag-waving, macho concept.
Mr. Gomez skipped out on his wife and large family presumably leaving their support responsibility to the rest of us.
This is not to single him out. It is to emphasize the need to teach responsibility in our schools. The leadership of our
government and how it solves problems is also very important.
In order to make this solution work (if we don’t already have it), we’ll need a computer system that cross checks
social security/green cards with employment prospects to make sure that the ID number is not false or being
duplicated by several different employees.
If you like the way I think, please tell your staff to let my letters through. I will not waste your time. Generally, I suggest
solutions for problems you are working on. I have nothing to gain for suggesting solutions. It is called giving back.
You are certainly welcome to take my ideas as your own. Maybe you could also let me know how my ideas are being

My ideas and former Wisconsin Governor Tommy Thompson’s ideas evolved into the Welfare reforms of today.
The letter below was a copy sent to opposition groups on June 20, 2007 and emailed to 10 senators on June 26, 2007. I fear it was
too late for the cloture vote on June 26 which passed 64 yea to 35 no. But the illegal immigrant amnesty bill failed June 28 by a
53 vote for failure to a 46 vote for the pseudo-amnesty bill. Those who voted for the amnesty bill over the best interests of the country
could use your help in changing their minds before they run again for election. They are :Grouped By Vote Position (Candidates for President are in red)-----------------------------------------

Subject: Offering A better Solution for Illegal Immigrants
Dear Senator Cornyn,
There is a better way than what the Senate is proposing. It is briefly explained below. What the Senate is doing now is telling our children that our leaders say that it is right and proper to break the law. When you do as an illegal, our leaders will reward you by letting you stay and even giving you a card that says you can stay except for a brief trip back to your country to apply for
The proper solution would be to phase out the illegal immigrants by making it more expensive for the newer immigrants being hired by employers such as accessing penalties, interest charges, and making the illegals non-deductible business expenses.
Then phase out the increasingly longer employed illegal immigrants by preventing them from working with similar steep employer penalties on an annual rotational basis over a period of 5 years. This will give the employers the ability to replace them with legally documented contract workers from other countries on a work permit basis such as Filipinos and former
Without work, the illegal aliens will get themselves back across the border. This will free up the border patrol to catch terrorists and drug runners. Please see more details on my web site at http://www.franklinlacy.com We need to present more comprehensive solutions in order for congress to act. On it are major social problems that I have solved with verifications.

On July 2, 2007, I wrote the following letter to The President, Secretary Rice, Defense Secretary Gates'
Homeland Security Secretary Chertoff via Federal Express and all the U.S. Senators, all the governors,
very and a good many U.S, Representatives.
It contains an easily followed, fair plan for Illegal Immigrants that should satisfy big business and my fellow
U.S. citizens. It will also greatly reduce border incursions by illegal aliens allowing the Border Patrol to better
concentrate on drug smugglers and terrorists.
I further heard on the news today (July 3, 2007) that the government
is going to start working on the hearts and minds of the suicide terrorists. Without going into specifics for
reasons of personal safety, this is what my letter of April 22, 2007 was recommending. So I am scoring 3 out of 3
concerning the government following my solutions. These are 1) the one mentioned herein; 2) plus Vice President
Cheny being sent to United Arab emirates to talk them out of shipping banned goods to Iran, after I pointed this
out to President Bush; and 3) Secretary Gates is going to deal directly with the families (tribes) in running the Iraq
government. As I pointed out, this is where the real power is.

Emirates have the real power; whereas the U.A.E. was formed to handle common interests. Each
Emirate or tribe is like a family going back to the pure Bedouin days. The Sheikzh (their sp?) is
highly westernized and has a profound interest in racing horses. He built a huge modern race track
with excellent surrounding facilities for stabling, staff, and exercise. He pays for competing horses
to fly in, their care, and their support personnels’ care for his annual big race. He paid 7 million
dollars for a horse from

As mentioned earlier in my
feel he would be disgraced if this happened. That is the way to get to him. Further there could be
the threat of losing his other sources of income like tourism and sales of condominiums to foreigners
who in turn pay no taxes over there.
ILLEGAL IMMIGRANT SOLUTION
Please read this through before deciding.
The solution is to have employers phase out illegal immigrants over 5 to 10 years by not hiring them and
progressively letting go the ones they did hire over a 5 to 10 year period. We should make it more
expensive for employers to hire them than not hire them such as making their earnings non-tax-deductible
and charging interest and penalties. If we phase the illegal aliens out over a 10 year period, this will
allow employers to just replace 10% per year with
other countries, and/or machines to do the repetitive tasks. Contract out-of-country workers would be
hired for 6 months without their families coming along, and then they would have to go back to their
homeland for a month before they can be re-contracted. It would not be an automatic road to citizenship.
There would be no change in citizenship. Employers would be fulfilling their work requirements LEGALLY
by hiring documented contract workers. They will be able to gradually replace their illegal employees with
legal employees. Central American countries and other countries will still be able to benefit from contract
workers sending money home. It would just be done legally. Without work the illegal aliens will get
themselves back across the border. The employers would be checking Federal data base sources to
determine citizenship, and the sources will be kept up to date by government. The data base makes sure
that a valid social security number is not used over and over. Employers who are not checking the data
base proportionate to their total employment will be raided and immediately lose all their illegal alien workers
without phase out. Those illegal aliens with children born in this country will leave with or without their
children, (their choice until the child citizen reaches the age of consent); however, if these citizen-children are
left behind, they must have a
to care for them). The constitution does not say that adults can get around the laws by having children here
and then the parents get citizenship. That is wrong. They are trying to use our constitution against us.
Without illegal aliens jamming up our borders because they would have no jobs, the border patrol will be
freed up to catch drug smugglers and terrorists. Congress can tell their big business supporters that they
bought time for them with a gradual transition. Please see my web site which is the same as my name.
Your other way would be to tell our children that our leaders condone law breaking. That is not a message
we want. franklinlacy.com
They live together and stay together as a group. The family is more important than the government of a
country. This is ingrained in them going back to their Bedoin heritage when as a group, family, or tribe was
strictly on their own to survive in a hostile environment. They never want to dishonor the family. Families
will even shield and protect members who may be involved in criminal activity. To do otherwise would
dishonor the family. Further a visitor must receive the hospitality and protection of the family. To not do
this is a great dishonor. Even cousins marry.
his/her ability. To each according to his/her needs. If a family member commits a crime, the family members
will join forces to protect him/her.
In mid-May I saw where Secretary Gates announced our dealing with the tribes (families). This occurred
after he received my April 22 letter. As I indicated in my April 22 letter to him and others in government,
this is all important. It would be good to affirm to the tribal chiefs that we recognize that this ruling structure
would not change. We could explain that the
the thinking of neighboring tribes on matters of mutual interest. Whatever we do, it is not a good idea to give
tribal chiefs the idea that their family members will answer to the central
chief’s power. That would be a recipe for doom.
Collin Powell said that if we invade
back to a functioning government. After World War II it took 8 years to turn around Imperialist Japan. We
allowed the Emperor to stay in place to smooth the transition. I understand is also took Nazi Germany 8 years
to become a democracy. It is strongly recommended that we deal with the tribal chiefs and give that a chance
to work in
made mistakes in other military endeavors and attempts at nation building. The people just want to know there
is a plan to solve the problem and get out when it is done. In my opinion if we don’t give it our full measure of
effort when this plan has an excellent chance of working, the harm done will be immeasurable. Further, we
should communicate with other countries that this is our plan. Once we start doing this, the rest of the issues like
oil sharing will be resolved.
I further recommend that you adapt my solutions to prevent suicide bombers, which was discussed in my
April 22 letter. With that taken care of, there would be no incidences like the Glascow,
bombing attempt. It would save many lives including Muslim lives. Then we would be left with IED’s. I notice
you are passing out stuffed animals to children as a reward to pointing out these buried devices. You are also
plating vehicles with thicker armor plating. This way may only lead to larger explosives. How about working
on the detonators with frequencies to safely detonate these bombs or cook the receivers to render them harmless
before the vehicle crosses over? Possibly you are already developing this.
Very truly yours,

Solving social problems is much like solving physical problems. I list all the
parameters (considerations) and weight them in importance of impact on the
problem. Then I come up with the best overall solution. It is easy for me.
I have been asked why I don't run for President. The answer is I don't have 100 million
dollars. I have been married to my darling wife for 47 years, and we have one child
(born in the back seat of our car) and one grand child. My age is 69 years, but my
Mom and Dad lived for 89 and 91 years, respectively. I have a proven record of
bringing solutions together and convincing sufficient numbers to support them. I am
tenacious and tireless in this effort. After working up to 17 hours a day, 7 days a
week, I have enough funds to live on the rest of my life from age 50. At that point I
semi-retired, and I have been giving of myself by solving social problems.
My thoughts are to form a non-profit corporation so any money spent or collected
toward the support of social solutions will be tax deductible. The money would be
very efficiently utilized to support a candidate that will be best suited to solving this
country's problems in the future whether it is Rudy Giuliani, John Edwards, Hillary
Clinton, John McCain, Barack Obama, Mitt Romney, Mike Huckabee, or someone else.
Where are the solutions these career politicians have contributed while
in office? Promises alone are empty. Is it just one or two leadership accomplishments
over the past 20 years or is it on-going? The Presidency isn't for people who have
a lot of experience doing very little. I am not in office and have verifiably solved quite
a few national and international problems and gotten both parties to implement them.
Isn't that what true leadership of our government is all about?
